  17. <p>     Mexican farmers aren't usually as militant as their
  18. northern counterparts, but they stepped out of character in
  19. Mexico City earlier this month. Angered by the government's
  20. refusal to curtail illegal timbering operations on their land,
  21. several thousand subsistence farmers marched on the Agricultural
  22. Secretariat. After snarling traffic for four days, the
  23. campesinos assaulted Jesus Cardena Rodriguez, the secretariat's
  24. director of forest policy, as he left the building, stripped him
  25. to his underwear and paraded him through the street for three
  26. hours. The public display won the peasants a pledge of
  27. government action.
